In 2008, the LCIE assisted the European Commission in developing a set of guidelines on how to develop population level management plans for large carnivores that considered the biological, rather than the political, borders. This report, funded by the European Commission's DG Environment, reviews the progress that has been made on the ground towards implementing this new approach.
